ENISA’s 2025 threat-landscape material describes the EU cyber-threat environment and identifies phishing as a major observed intrusion vector. It is useful support for a service-led security offering: many smaller organizations need practical identity, recovery, backup, vendor, and incident-readiness help before they need novel privacy infrastructure.

The source does not imply that every customer needs an enterprise security operations center. Privacy customer segments and Privacy business proposals use it to support a bounded PrivacyOps practice for small high-trust organizations.
