European Committee for the Prevention of Torture

The European Committee for the Prevention of Torture is the Council of Europe body that visits places of detention and reports on treatment that may amount to torture or inhuman or degrading treatment or punishment. It is preventive and non-judicial; it inspects conditions and recommends changes rather than deciding individual criminal liability.

The CPT has repeatedly criticized Sweden’s use of restrictions and isolation in remand detention. Its 2021 Sweden report again called for restrictions to be limited to exceptional circumstances and for detainees to receive substantially more meaningful activity and human contact.
