JO inspections of remand detainees in police arrest

The Parliamentary Ombudsman inspected four police arrest facilities between May and December 2024 after prison-service overcrowding left remand detainees without places in remand prisons. The rendered page and raw response preserve JO’s April 2025 findings.

Swedish procedure requires a remanded person to be transferred to a remand prison without delay. All four inspected police facilities had nevertheless held remand detainees; some remained for more than two weeks. JO found detention for up to 23 hours a day in cells, deficient physical conditions, and no meaningful activities, and called the situation completely unacceptable.

The source shows that overflow into police arrest was not merely anecdotal and was occurring without a legal capacity exception. It supports Swedish remand detention and restrictions.
