This 2024 Swedish National Audit Office report examines how state authorities establish identity. Its central distinction is between an identity recorded in a register and evidence that the person presenting themselves is the person attached to that identity.
A personal identity number helps retrieve and correlate a record. It is not proof that the claimant is the record subject. Physical identity documents and electronic identification perform that stronger verification function, although authority practices and technical support vary.
The distinction matters to Swedish personal identity number: the public or guessable nature of a personnummer is a privacy problem, but fraud also requires a process that mistakes knowledge of attributes for authentication or otherwise fails to verify the claimant.
