ACLU Digital Dystopia report

The preserved PDF is the ACLU’s report on student surveillance technologies in United States K-12 schools, covering video cameras, school resource officers, social media and digital monitoring, facial recognition, and adjacent physical security measures. It argues that these technologies harm all students by undermining privacy, eroding trust in educators, inhibiting self-expression, and increasing fear, and that the harms concentrate on already-vulnerable groups: students of color, students with disabilities, LGBTQ+ and nonbinary students, undocumented students, and low-income students.

The report is advocacy-supported analysis rather than a primary study, drawing on Department of Education Civil Rights Data Collection statistics, prior scholarship on the school-to-prison pipeline, and case evidence from named districts. It is load-bearing for the equity and harm argument in School surveillance and the school-to-prison pipeline because it consolidates the disparate-impact evidence and the mechanism by which surveillance is more likely to be adopted in schools serving students of color, even after controlling for neighborhood and school crime.

The report does not evaluate clear backpacks in isolation; its scope is the broader surveillance technology bundle of which clear bags are a visible physical instance. It should be cited for the bundle-level harm pattern, not for a clear-bag-specific causal estimate.
