The personnummer’s origin and purpose:

• The 1946 population-registration reform declared the register’s purpose to be keeping records of citizens for society’s needs — tax collection, declaration control, social statistics, and labour-market regulation.
• Personal record cards were created in 1947 for everyone registered, with a three-digit birth number appended to the birth date; a central card register of immigrants and emigrants was created the same year to prevent double registration.
• A check digit was added in 1967, when the designation became personnummer; Skatteverket took over registration from the parishes on 1 July 1991.

The number was thus born as an instrument of administrative efficiency for taxation and labour policy — designed decades before the privacy problem of universal correlation was on any legislature’s agenda. Statistics Sweden’s own 2016 account notes that similar numbers exist elsewhere but that Sweden is unique in the breadth of use and general public acceptance the personnummer has achieved.
