On 21 July 2026 the French Parliament adopted a bill banning children under 15 from using social media, making France the first EU member state to approve a blanket ban on the platforms. The same bill bans mobile phones in high schools. It was a flagship initiative of Emmanuel Macron’s second term, adopted in his final year in office after family lawsuits against TikTok over teen suicides and sustained campaigning by parents’ groups.

Status and open questions

The law is adopted but not yet in force. Macron wants it applied from the September 2026 school year, but a constitutional review is likely and could delay implementation. The ban exempts online encyclopedias and educational or scientific directories. Lawmakers amended the text in final negotiations after the European Commission found the previous version overlapped with the EU Digital Services Act (DSA).

Enforcement mechanics were unresolved on adoption day. The opposition France Unbowed party attacked the bill as unconstitutional, unenforceable, and as ending online anonymity, while the child-protection group e-Enfance noted that identifying and suspending existing under-15 accounts, and verifying age for every new account, remains to be worked out.
