Lagen (2022:482) om elektronisk kommunikation, usually abbreviated LEK, is the Swedish Electronic Communications Act. It implements the European Electronic Communications Code and is the framework statute for networks and services that transmit signals over the Swedish internet and telephone systems, supervised by PTS.

For privacy ventures, the operative question LEK poses is functional classification: notification duties and their attached obligations cover specified public internet-access, interpersonal-communications, and signal-transmission services, and whether a given product — a VPN, a messenger, a relay — falls inside or outside those categories turns on what it actually provides, not on what it calls itself. Classification matters because it gates the obligations a privacy-focused provider most wants to avoid: data-retention duties for covered electronic-communications operators and disclosure duties toward authorities.
