Niantic Spatial, Inc. is a San Francisco geospatial AI company formed on 2025-05-29, when Niantic sold its games business to Scopely and spun its mapping technology into a standalone entity. It owns the visual positioning system and large geospatial model built over roughly five years from location scans submitted by players of Pokemon Go, Ingress, and the Scaniverse capture app, and it now sells that positioning capability to robotics, industrial, and defense buyers.
The company matters to this wiki as a worked example of a data lifecycle that consumer privacy analysis usually treats as hypothetical: data gathered under one narrow, low-stakes consent, absorbed into model weights, carried across a corporate split, and marketed years later for a materially different purpose. The chain from satellite imagery to a Pokemon game and back again is real, documented, and frequently misdescribed.

John Hanke became co-founder and chief executive of Keyhole in 2001. The underlying technology was not his: a spinning, zoomable 3D globe built as a demo at the 3D games-library company Intrinsic Graphics, whose engineers — including Brian McClendon, later Google’s Maps and Street View lead and now Niantic Spatial’s chief technology officer — moved to Keyhole with it. Describing Hanke as the man who “created Google Earth” compresses a team and a decade into one person.
Keyhole’s early money came from Sony’s corporate venture group and NVIDIA, and the company was struggling. In February 2003 In-Q-Tel, the venture firm funded by the CIA, invested roughly two million dollars, announcing it publicly that June.1 This was In-Q-Tel’s first engagement on behalf of NIMA, the mapping agency later renamed NGA, and the return was immediate: NIMA’s InnoVision director said the technology was supporting the Pentagon’s mission within two weeks, which placed it in use during the invasion of Iraq.1 Google acquired Keyhole in October 2004 in a stock deal worth about 35 million dollars, and EarthViewer became Google Earth in 2005.
Hanke founded Niantic Labs as an internal Google startup in 2010, led its spin-out in late 2015 on 30 million dollars from Google, Nintendo, and The Pokemon Company, and shipped Pokemon Go on 2016-07-06.
What the scans were and what they became
Pokemon Go used the camera from launch, but dedicated AR mapping tasks arrived only in 2020. The feature unlocked at level 20, required a player to choose a specific public landmark and scan it for twenty to thirty seconds, and paid in-game currency for the submission. It was opt-in, disclosed on screen, and used by a minority of players.2
Niantic announced the large geospatial model on 2024-11-12. The figures come from the company itself: 10 million scanned locations, over a million of them activated for VPS use, about a million fresh scans arriving weekly, more than 50 million trained neural networks, and more than 150 trillion parameters across them.3 The widely repeated “30 billion images” figure counts individual video frames across several Niantic games rather than 30 billion distinct captures.4
The distinguishing property is perspective, not volume. Street View is captured from vehicles on public roads; these scans came from pedestrians, reaching parks, plazas, courtyards, interiors, and other places a car cannot go.
The split and the defense turn
Scopely announced the 3.5-billion-dollar purchase of Niantic’s games business on 2025-03-12 and closed it on 2025-05-29.5 Pokemon Go, Pikmin Bloom, Monster Hunter Now, Campfire, and Wayfarer went to Scopely, which is owned by Savvy Games Group and ultimately by Saudi Arabia’s Public Investment Fund. Niantic Spatial kept the VPS, the geospatial model, Scaniverse, and the games Ingress Prime and Peridot, capitalized with 250 million dollars — 200 million from Niantic’s balance sheet and 50 million invested by Scopely.

The Vantor partnership is the substantive change. Vantor, formerly Maxar Intelligence, holds contracts with NGA, US military branches, and the Department of Homeland Security. Its Raptor software localizes aerial platforms against proprietary 3D terrain data; Niantic Spatial’s VPS does the equivalent on the ground. Integrated, the two are meant to give a drone overhead and a person or vehicle below a single shared coordinate frame with no satellite signal.6 Company figures from early testing report a 70 percent reduction in positioning error and roughly 1.5 metres in many scenarios, against about five metres for GPS in good conditions.7
“Awardable” status on the CDAO’s Tradewinds Solutions Marketplace means a capability has cleared a competitive assessment so agencies may negotiate and procure it directly. It is a procurement pathway rather than a contract, and reporting that treats it as a signed deal overstates it.
The 2026 controversy and what remains disputed
The Dutch newspaper Trouw published an investigation on 2026-06-05 connecting player scans to the Vantor partnership, and Anglophone coverage followed within a week.8 The factual core is not contested by anyone: player-contributed scans trained the models that became Niantic Spatial’s VPS, and that VPS is being integrated into defense positioning technology.
What is contested is narrower and turns on custody:
- Niantic Spatial says that under Scopely, Pokemon Go data is no longer shared with it, that scans were voluntary and covered by the terms in force, and that the models “are the product of that training, not a copy of or a means of accessing the underlying scans.”8
- Trouw reports the scans themselves became Niantic Spatial’s property. These two statements are about different things — an ongoing flow and a retained stock — and neither party has reconciled them publicly.
- Vantor says it is not using Pokemon Go data and has no access to that dataset, while declining to say whether the model it plans to field was trained on those scans earlier. Those are different denials.
Jeroen van den Hoven of TU Delft put the epistemic problem plainly: once scans are absorbed into a model, identifying which parts came from where is close to impossible, which is what makes the denial unfalsifiable as well as possibly true. See Training data provenance.
Why the CIA framing does not survive contact with the record
Two YouTube treatments imported here — Why The CIA Created Pokémon Go and You Didn’t Play Pokemon GO — run the lineage above toward the conclusion that the game was an intelligence operation from the outset. The documented links are real but do not reach that conclusion. In-Q-Tel funded a struggling mapping company in 2003, thirteen years before Pokemon Go, and Google bought that company the following year.
The strongest institutional link is one neither video mentions: Gilman Louie, In-Q-Tel’s founding chief executive, has sat on Niantic’s board, and his fund Alsop Louie Partners is a Niantic investor.9 Even with that on the table, Foreign Policy’s reporting — drawing on seven former NSA, CIA, and Energy Department officials — found no evidence that Pokemon Go was ever connected to or used for spying by any intelligence agency.9 The same reporting describes US agencies treating the game as a counterintelligence nuisance to be defended against, including a Pentagon advisory against installing it on government phones, which is close to the opposite of running it.
The accurate version is duller and more useful: a commercial mapping capability that governments repeatedly found better than their own, sold to whoever would buy it, including them.
