The Norwegian Tax Administration’s official guidance page for searching the public tax lists (skattelisterne), covering income year 2024. The saved snapshot is the live page, with the .raw.html companion kept as the provenance copy.

What the page establishes

Norway publishes personal tax data (name, birth year, postal code, tax municipality, net income, net wealth, tax paid) for every assessed taxpayer, and nobody may opt out — but the access architecture is engineered rather than open:

  • searching requires login via ID-porten and being 16 or older;
  • searches are limited to 500 per calendar month;
  • the lists stay online one year;
  • and since October 2014, the searched person can see who searched them: name, birth year, and postal code of the searcher, updated hourly.
  • persons with a secret address, minors, and certain other categories are excluded.

Parliament’s stated rationale is public control of the tax assessment process. The 2014 notification reform was adopted explicitly to protect taxpayers’ privacy (“snokevarsel” — the snooping alert); searches fell by roughly 85-90 percent afterward.

Limitations

The page is the operator’s own description of its rules, current to the 2024 income year; figures on the search-volume drop come from Statistics Norway research (Public disclosure of tax information) and press reporting, not from this page. Journalists receive the full lists under a separate agreement, an exception the page notes without detailing.

Significance for the wiki

The decisive comparator for Sweden’s tax openness: same transparency principle, opposite access engineering. Norway demonstrates that a state can keep tax data public while making curiosity searches visible to their target — the friction Sweden declined to apply.
