The preserved PDF is Protecting America’s Schools: A U.S. Secret Service Analysis of Targeted School Violence, published by the National Threat Assessment Center in November 2019. It analyses 41 incidents of targeted school violence at K-12 schools in the United States from 2008 to 2017. It is a primary government source and the methodological reference behind Behavioral threat assessment in schools.

The decisive finding for the clear-backpack question is that the attacks studied ended so quickly that law enforcement rarely had the opportunity to intervene before harm occurred, and that several schools hit had already implemented physical security measures such as cameras, school resource officers, and lockdown procedures. The report frames prevention, not physical hardening, as the operative lever: a multidisciplinary threat assessment team with a low threshold for intervention is the recommended best practice.

It also records that half of the firearm attackers concealed the weapon in a backpack, three used another bag type (guitar case, golf bag, gym bag), and one carried in a waistband — so concealment patterns overwhelmingly defeat any bag-content inspection regime that does not also address the surrounding attack vectors.

The report studies targeted school violence, not routine school crime or property offenses, and it predates some more recent BTAM evaluation work. It is foundational for the argument that physical security measures alone do not prevent the events that drive the policy adoption.
