The insider-outsider model divides a political economy into two groups with opposed interests. Insiders hold secure employment and full access to the welfare state’s earnings-related benefits; outsiders are the unemployed, the precariously employed, and new entrants who depend on residual benefits and bear the adjustment costs of labour-market rigidity. Policies that protect insiders’ wages, job security, and benefit levels can raise the barriers outsiders face, so the two groups do not automatically share a political interest even when both are economically weak.
The model matters analytically because it predicts policy preferences from labour-market position rather than from income alone: a well-paid but insecure worker can side with outsiders, and a modestly paid but protected worker with insiders. It also predicts that retrenchment is easiest where costs fall on outsiders, who are less unionized, less likely to vote, and less represented in the organizations that negotiate welfare settlements.
