Post- och telestyrelsen (PTS), the Swedish Post and Telecom Authority, is the government agency that monitors electronic communications and postal services in Sweden: telephony, the internet, radio, and post. Formed in 1992, it is an independent agency under the Swedish public-authority model — the government steers it through appropriation directions but may not instruct it in individual regulatory matters — and it reports to the Ministry of Finance.1 Its stated regulatory principle for electronic communications is minimum intervention: PTS should not act where the market functions, and where it does not, it should apply the least intrusive tool that achieves the result.2
What PTS supervises
PTS is the supervisory authority for Lagen om elektronisk kommunikation (LEK), the Electronic Communications Act that implements the European Electronic Communications Code. That supervision spans notification and registration of operators, ex ante competition regulation of operators with significant market power, numbering resources, radio spectrum allocation, and the security and incident-reporting duties the Act places on covered networks and services.2 PTS is also the sector-responsible agency for the electronic-communications and postal preparedness sector and the supervisory authority for operators conducting security-sensitive activities in its domain.3
